Is this design too crowded? Does the text at the bottom work in its current format? Is the dark blue edge necessary?

Adorable. I do think it feels busy so I'd play around with your gut feeling on what to simplify. I'd try removing the dark border as you're suggesting. Maybe reduce the depth of the background blue so the pattern pulls back in dominance a bit. I think the photo/ribbons/plane are perfect as-is. The date and "with love" feel tight and out of place. Maybe move that date/weight block to the bottom right where it feels more open and have the "with love" in the opposite corner? Tossing out ideas. I think this is worth the extra look because it truly is an adorable design for a little boy.

I would experiment without the blue edge! It might make it feel less cramped. I love your font choices!
