Is the background too "busy"?

I don't think the background is too busy at its current opacity. It adds a richness to the design. Nice!

The background is a nice accent! Not sure about the gaps where the flourish meets the edges, have your tried eliminating the gap?

I love the background pattern and don't think it's too busy, but I might try a darker color for the foreground design

I'm not finding the background too busy :) I'm not 100% on the border, I don't think you need it and it might look really nice just having the swash from the names bleed off the page?

Love the background - don't think it's too busy at all. I like the way that the names connect to the border but agree with Shannon that another great option may be to remove the border and have the names bleed off the page. Also, I would change "is" to "are". The time 2-3pm may not be necessary for the save the date as those details can wait until the invite.

I don't think so - it's very subtle! There also looks to be a slight disconnect on the left and right border where the flourishes for the letters start and finish.

Definitely not too busy! Love the background. It's the first thing that caught my eye, and a stand out from other invitations with just a solid white background. Very pretty!
