It is a hard choice but I voted for A. I like the white space at the bottom. And, the white at the bottom, for me, makes it feel super nautical, which is very unique.

i like B :) the little bit of color at the bottom gives it a nice balance

Thanks everyone, I realized what wasn't sitting right with me was the seal on top—it was too big—making the design feel top-heavy. I've drafted a 3rd version where the seal is a little smaller, affording the room to make the photo a little larger. Going to stick with white on the bottom!
