B seems more balanced to me. The text in the banner is hard to read, can you bold it a little bit? It might also look cute without the blue, making that space white?

I vote B and agree on trying a white background. And pulling all the elements together to create more of a 'logo' might be more punchy. Like leaning the hat on the Jolly and the ribbon more intwined. Just some thoughts! : )

Personally I prefer simpler designs, so I chose B. If this were mine, I'd play around with the type a bit more. Maybe use a bolder sanserif in the scarf/ribbon and move it to the bottom to balance out the top?

B for sure :) I don't actually mind the white circle on the purple background, it makes for a strong presentation.

I agree that B feels more balanced that that you don't need the blue background. You can make "feeling" blue.
