Hi Julie, the color adds to the design but keep it to 3 flat colors (no tints).

The border is very nice. I think the main text could be in all caps and the names need a bolder font that will stand out more. Also give them more room below "together with their families" Also in this case I think you can remove "at" before the time.

Have you thought about using color in your illustration? I think it will make your design stand out more. Also, San Francisco is two words.
